By any objective standard, this anime is all kinds of terrible. Lecherous to the point of self-embarrassment*, incoherent / nonsensical, and overly fast paced. Even by fanservice standards it could be slightly better (all the nude scenes so far have been brief).
*(Actually, this is a good thing.)

And yet, I actually recommend this show for pure ecchi fans because some of the scenes are a lot sexier in their full context. Especially the scene at the end of this episode where Kyoko relents and gives Koichi the full Mardi Gras treatment. Awesome.
